It was a fine setup issue, the character bits were decent and the art was good. But, so far, it's a pretty standard dystopia presenting itself as a utopia story. Hope it gets more interesting.

Why were Storm and Jean so useless?
Apocalypse could be either a "bug in the Matrix" or something set up by Nate himself. Maybe he's too much of wild card to have any actual control exerted over him or Nate keeps him as an antagonist for his team and to keep their minds busy.
We've seen Apocalypse be immune to telepathy before. Evan, as his clone, may also have some immunity or Nate may have just not known what to do with him.
It seems like Nate isn't totally omnipresent. He notices Jean, Bishop and Laura's breaking off of his control a bit because he's around them all the time, but he doesn't seem like he knows every little thing about his own world.

Hide your teenage daughters from Colossus
Why were Storm and Jean so useless?
because nate like to be the big hero. But they weren't useless at all
X-Man in control of Legions body via the life seed makes him a god who can most likely make anyone feel anything in this fantasy world he created.
Grain of salt.
that would make more sense than saying it has to do with them being rusty and not having fought in a long time. the way I make all this awful characterization make sense is that it's an alternate universe and not the real 616 storm.
One would think that making a big rain to put out an enourmous fire is a bigger task than telleporting or talking to some animals. Maybe that's because Ororo had problem?! This just shows how big are her powers and very difficult to master. And if you are so upset because she felt cold after a big effort, go read another story. In X-men, characters have limits, they are not all powerfull.
yes you are right ororo has limits. she can be killed by a bullet, cut by a knife, ko'd by a punch. however, getting cold after making it rain is not one of her weaknesses and addressing this fact doenst mean I want her to be the most powerful marvel character. writers have to do better plain and simple.

Apocalypse and Evan might be immune in some way
Kitty has phased through reality before
Eye-Boy can see everything
Dazzler..... is an experienced dimension hopper

Yeah, and Kitty was already pretty damn mad at Nate for kidnapping her. Nate may have not wanted her on the team for that reason alone.

Storm had trouble containing the smoke and Jean couldnt calm some children down. Weak af.

I think that what happened to Jean was because she was also starting to get the telepathic messages of Apocalypse and his gang of hippies.
Why were Storm and Jean so useless?
Jean probably can't even walk correct right now after that pounding Bishop gave her... her head ain't in the game lol.
Collosus isn’t going to go after Nature Girl. Come on.
I think that what happened to Jean was because she was also starting to get the telepathic messages of Apocalypse and his gang of hippies.
yeah, but she still shielded them.
Nate doesn't want any of the mutants becoming too powerful. I think Jean being in a version of her Marvel Girl dress is a sign of that. Can he keep his ideal world going if he's got to deal with fully powered Jean, Storm, and Magneto?

Yeah. Nature Girl is gonna after him.
yeah, but she still shielded them.
Yeah, I was trying to find an explanation of why Jean struggled to calm down with her powers the panicked kids xd. Another reason is that Nate could be messing with her powers (I honestly believe that he could have "set up" the fire to create different situations to keep the X-men distracted and busy from finding out the truth or questioning things).
