Do we know there IS a Black Queen, and not just a red one instead of black? Not exactly sure what the Inner Circle title rules are. It seems like there usually aren't more than two queens and two kings at once, regardless of color, unless there are just usually a few who go unspecified in a given story..

They might be going by Wonderland rules, with Red and White instead of Black and White. Now I'm picturing Kitty as Helena Bonham-Carter and it really does make me laugh.
