I feel like if Mera tried to manipulate Ororo's body water, it would be like when Katara fought that blood-bender, and she just became a better blood-bender immediately. Ororo doesn't usually do hydrokinesis, but it is well within her ability and her elemental powers are just in a completely higher tier than Mera's.

Mera only Body Drains you when she isn’t near water. That is something I’ve noticed about her. When she doesn’t have a sufficient amount of water near her she results to dehydrating you. I don’t know if Storm can stop Mera from taking her body water. But I’m confident if Storm increased the Humidity around her or what not it would be most effective.
But that wouldn’t matter. A good Dose of Lightning would do it. LOL
Why are we debating about Mera being able to dehydrate someone like Storm, when Storm can do a faster, more brutal move by manipulating her brain synapses?
If we're talking about bloodthirst, Storm can be cutthroat as well. She's not beyond killing.

I honestly do believe Ororo would usurp Mera's attempt at controlling the water within her body. Sure there's a scenario where Mera just pulls off a completely immediate, unexpected attack successfully, but 9/10 I think Ororo would sense what she's trying to do and be able to immediately counterattack with a stronger willpower and greater base ability. We already know Ororo can split water molecules, we already know she just punked HydroMan into humidity with a flash of her eyes. She can make animated water and cloud 'holograms' with her mind. She can sense across the other side of the earth and do all these things remotely. Mera is cool, I like her look, pure hydrokinesis is great on it's own, never mind the whole aquatic strength and durability and all that. I love her in the new Aquaman movie(I mean, Jason's there, so it's an automatic win), but Storm beat Wonder Woman, and Wonder Woman beats Mera, so.....

Wasn't that whole Amalgam thing done by fan votes? I wouldn't really say it was canon. As much as I love Storm, WW would probably win and I don't even really know all of her abilities.
It would depend on which version of Diana Storm is fighting. If it’s the New 52 Diana who is the daughter of Zeus, Ororo probably wouldn’t be able to defeat her with lightning attacks. And any version of Diana would certainly have the advantage when it comes to strength and endurance. If we’re talking about hand-to-hand combat, there would be no contest, but if Storm can evade Diana long enough to wear her down with long range elemental attacks, she could win.
A fight between the two should result in a stale-mate, at the very least. At most...My money would be on Diana. That she fell to a mere lightning attack is pis ridiculousness.

Diana has been buffed a lot since the mid 90's, so barring Ororo's most spectacular feats, she probably wins the majority, but as far as the canon goes, Storm did beat Wonder Woman(yes, it was all decided by votes, but that just means more people voted for Storm than WW, which is amazing in itself). Post-Crisis Diana is lightspeed and can keep up with Superman, New 52 Diana was to fast for Supergirl, Kara claimed Diana was to fast for her and Diana blitzed her with her lasso, in the same comics Supergirl was keeping up with Flash in a fight at high-speed.
We all love Storm here but I think its safe to say that Diana is the more popular, more well known of the two
