I agree with the Riddler. However, the reason he hasn't consistently gotten a lot of good stories in recent years is because he is Batman's most CEREBRAL villain; it's a lot harder for a writer to try to come up with good riddles that haven't already been told before and come up with a GOOD mystery that Batman has to solve through good old fashioned detective work, than it is to just write another Joker story where Joker just goes on another mindless killing spree and Batman can just punch his way to a resolution.

Hugo Strange would be my choice from the list. Outside of that, Killer Moth, of course.
I'd love to see more Ventriloquist and Scarface. When was the last time Killer Croc got a decent outing? I may not particularly like Hush, especially after Dini, but surely he is due a comeback if somebody has a decent idea (he was in All-Star but I can't remember what he did)? Mad Hatter would be good if there is a solid angle.
Anarky, Firefly, Maxie Zeus, Zeiss, Ratcatcher, Tally Man, Flamingo, The Spook, Dr Milo, Black Spider, Electrocutioner, Reaper, Catman, Rupert Thorne, Clayface/s (other than Karlo). Even characters like Cavalier, Film Freak or Spellbinder II (she just looked so '90s awesome!) could have a new take.
It's not like Batman doesn't have a massive and varied rogues gallery and I'd like to see several more underused characters come back or get a focus, as the current rotation is really getting stale as we seem to get the same handful on repeat.
Penguin (as supporting character/mob-boss) appears all the time, same with Black Mask, Scarecrow has been the big bad in, like, 10 arcs in the last decade and is literally in one now, Clayface (Karlo) had a massive arc in Detective a few years back, Bane was Batman's primary antagonist for three years (and is now in Joker).
Ra's Al Ghul and Talia need to go away for at least 5 years and not come back without a killer angle. Take the League of Assassins/Shadows with them. Those characters are DONE and have been on repeat since the '90s (Talia was suddenly worse than her dad for a bit but seems to have leveled off now).

I'd like to see something done with Firefly, Maxie Zeus, Killer Moth, Prometheus, Calender Man, Ratcatcher., Killer Croc, Deadshot, Vetriloquist, Great White Shark.
Been reading Batman since the new 52 started and those characters have not had 1 story that I know of where they were the main antagonist.
Hell even Poison Ivy hasnt been used as a real villain, she had that little 2 issue thing in Tom Kings run but i dont really count that. turning all batman's female villains into anti-hero's is annoying
