It's basically a Deus ex Machina that lets the protagonist win Duels. Because I'm pretty sure only protagonists have ever benefitted from the "Heart of the Cards" in the show.

And Yugioh characters with superpowers are limited to magical cheaters was for the same reason human psychics in Pokemon games are no more superhuman than Comic Book Peak Humans in real world or Digimon anime gone with humans becoming digimon when it giving humans superpowers
