That makes sense in theory but the sections dont operate as a unit. The Hellfire branch for example is divided as Emma and Kitty dont share the same interest as Shaw. Sinister, Mystique and Exodus all have their own agendas.

In general the council doesn't make sense because having an even number of reps means there will be tied votes. That's why courts are almost always an odd number. The only reason to have 12 members is to maintain a political balance of power. Doug is kind-of the 13th member, but he only speaks for Krakoa which isn't going to opine on most issues.

I guess in theory if there's a tiebreaker and no one will budge on their choice, Doug and Krakoa will have to make a decision even if it doesn't care.

Exodus doesn't have an agenda(or it's not revealed yet) in any case he is the only one fit to just as well move over to Apoc's seat on the Spring table...his 'agenda' is to preserve Krakoa and he pretty much is of one mind with X and Magnus.The day of reckoning will come when he realises Xavier and Magnus have been operating as proxies for Moira and have been hiding the truth from Krakoans
