The problem with inanimate objects is they have no personal conflict with the user. They don't generate alot of drama as they are just tools.
One thing is that Wanda's eyes turn red or glow only when she is angry. When she killed Vision her eyes did not turn red or glow at all, even though she was using more power than ever before. I Age of Ultron they turn red but that can be seen as her inexperience and her darker nature for much of that film.
So, anger is the emotion Chthon responds to, because he relates to that. Love, empathy, and selflessness are alien concepts to him so he has no influence on those regions of her emotional landscape, that mind of goes back to Agatha Harkness saying the Chthon fragment fused to the dark side of her soul.
Given her power is connected to her emotions and killing Vision is the ultimate test of her will, is it not inconceivable that Chthon/The Other devised it as a test? A Rubicon for her to cross to attain mastery of chaos magic? The chaos magic equivalent of Strange's looping fight with Dormammu? Study and Practice in that case ...Emotion and Will in Wanda's.
Also, put bluntly, I think alot of Marvel writers dislike Chaos Magic because it means actually having to pay attention to Wanda's character. And think when writing her. It means actually doing creative work and bothering with her, and most of them don't bother with her.

I think it's more of a superiority mindset of some writers, they just think their work is better so they just want to get rid of whatever previous writers did.
Sometimes it might as well be trying to make a name.

Any time Al Ewing has used her (not often enough) he's written her powers as probability-based. Mark Waid seems to prefer this explanation as well. Both of them seem to accept the idea that her powers are magical but that her magic manfests itself in changing the odds of any particular event happening.
Waid once did a [i]Justice League[/i] story back in the '90s about a villain who created an "Engine of chance" that gave him total control over probability, which meant he could make literally anything happen. If someone wanted to really dig into Wanda's powers in a systematic way then it could be really cool, but the only writer who ever tried to do that was Dan Abnett, and that was in comics nobody liked except for the characterization of Wanda.

"Chaos Magic" is still about Probability Manipulation though(boosted to reality warping under certain circumstances), just from a different power source.
It's more of a Power Source/Actual Effect thing, Chaos Magic didn't change the effect of Wanda's power that much, she still do her hex to lower/boost probability to make things stable/crumble. Yeah, sometims it's just like simple energy blast, but she already did that kind of stuff Post-Agatha.
Like while both being large-scale Reality Warping, Busiek used a well-thought power structure while Bendis is like "just mutant power".
I for the most part like the charging canon/plugging in/cut off connections(not CM-specific though) aspect of Chaos Magic, like how she overpower Morgan Le Fay(Wanda should have more Carol-like energy charged combo.), contain Blood Wrath, etc.
Personally I would like MCU Wanda's power to evolve into that "link/connection" power than generic TK or OP Reality Warping, she has shown connection to Mind Stone, thus blocking it/control it/ even destroy it. Like expand it to general mystical/cosmic energy, make her able to cut off/enhance certain energy connections and stuff.

There was an AU Wanda in Exiles, whose "hexes" affected energy. I can see MCU Wanda going in that direction.
Then she could learn how to control that energy for other puposes, like Strange does.

I think Busiek's version came a little earlier though, though not energy specific, Busiek's Wanda feels like a instinctive mystical hacker or something like that.
Given in the Chaos Magic power set her mutant power is supposed to be energy based.

It’s so great to hear that people involved talk about a Scarlet Witch movie. Almost sounds as if Evangeline Lily knows something :O . Black Widow of course deserves her own movie, too, that’s long overdue.
