I think the Lilith/Omen design came after those, so Roy probably lost the hood because Lilith had one.

You're probably right. Two hooded team members might have been a bit much
I'm glad Omen's look is the redesigned version. The "skull" mask version was a bit too dark for the character IMO. .
I like Garth/Tempest's look. I hope they push his character, as Donna and Garth on the team gives the Titans some pretty heavy hitters.
Actually, Booth said on his twitter that the far right character was not used in the end. He never said who it was, but personally I think it was Jericho/Joseph Wilson. He also said Roy still has the hood (in his collar) for use in the rain, etc.
Booth does have a very interesting video interview up (can't link right now, but you can find it on his Twitter feed). He talks more about Titans and other stuff. He says that there are definitely secrets about Titans that he can't reveal, and secrets about Rebirth that he doesn't know but he does have suspicions about. He also said that a couple of more people will be joining the Titans eventually.
He also says that he has pitched DC multiple times on a Wally West Flash book, but no go. DC just doesn't believe that the Flash family can support multiple solo books the way the Batman and Superman families do.

Did he saying anything about Herald and Bumblebee..
So what! Then strap the thing onto a papoose, and get them back in the game where they belong!
And if that's why they are keeping them out! Then ugh who writes this - I'm totally out of character development ideas time to introduce a baby baggage? It's easy and weak storytelling and in comics that's not character development but character assassination.
This isn't a soap opera, these characters need to last for future gens. Don't they know future writers will want the character as was, untethered, and end up going the other horrible extreme, vanishing or worse killing the brat.
It's how we end up with reboots to eliminate baggage.
How many bad story Titan babies have been wiped out because of this?
Can't be better said

Well, you are the bearer of great news aren't you? Haha, I'm going to stick my fingers in my ears and forget I heard any of this. That is Ravager, and they are bringing Wally back! (Run away sobbing)

I hope that is so! It would be an amazing design for Jericho.
I think this Jericho would be a good fit for Red Hood's Outlaws.
So would his brother Grant Wilson a.k.a. Red X (Hey, I can dream, can't I?).

I wonder if the character on the far right was going to be Ravager...?
With the hood on, this look for Roy reminds me a lot of his Arsenal suit on Arrow. I approve :).
I'm always a little apprehensive when I see the Wonder Women with sharp-edged weaponry...

This is pretty important! Was he pitching New 52 Wally or classic Wally? If he was pitching the old character, does this confirm the characters return, or rule it out completely? I really don't know what to make of this!

The impression I got was that he's approached them several times and that he's tried with both versions of Wally. What DC has told him, specifically, is that the Flash family can't support two titles. He said it's like Wonder Woman or Aquaman that way. They are afraid if they do another Flash title, not just with Wally (any Wally) but of any kind, they will have another Aquaman and the Others.

So all it tells us is that DC doesn't want 2 Flash books at once, and doesn't affect whether redhead Wally will return or not. That's good. Brett Booth seems like a cool guy, very supportive of fans and fellow creators. Good artist too, I don't get the hate.

I think the Deathstroke characters will be exclusive to Priest.

The Ravager's, at least.
I expect Jericho and Terra, who was last seen in Deathstroke, to show up in one of the Titans books eventually.

Soon or later you have to TRY.
THey had no trouble with Impulse and Flash going at the same time.
Superboy had 2 books (Superboy & Ravengers)
Fantastic Four had 3ish Thing with his own, Fantastic Force & Fantastic Foundation and even Ultimate FF.
Who thought Robin, Catowman & Nightwing would have long running series? Or Batgirl?

I think at this point they're pushing Wonder Woman for a second book first, with Legend of WW doing so good, and Sensation Comics before that. So we're gonna get a Troia/Fate/Wonder Girl book eventually and hopefully that will open the gate for a Wally book, or a Tempest book, or an Arsenal book, or all three.
