I think Winter Soldier is a better name from a marketing standpoint, but in-universe Bucky probably wants a name that isn't associated with his days as a brainwashed assassin.
EDIT: I would be really interested in a Bucky Barnes movie that explored a conflict of interest between the nation that raised him and the nation that saved him and what his various monikers (WS,WW,CA?) mean to him. Just don't make that Black Panther 2.

To the general public James Barnes is a war hero that died in 1941, and was best friends with Captain America. Additionally, having a king vouch for you while helping fight off an invasion from an omnicidal alien tyrant should do wonders for his Q-Rating.

Theoretically I suppose it might not be an issue if no one knows who the new Captain America is. Though the metal arm might be a dead give away.

How much of Winter Soldier has the general public actually seen? Less than one week occurred between the beginning of Cap 3 and the beginning of Black Panther.

Lol, unfortunately those points may be the reason he won't be put on main Black Panther books. Ryan Coogler isn't in charge of Marvel books meaning Panther is under the care of people that don't mind him being second, or third fiddle in his own damn book.

If the White wolf thing is true (and I'm not convinced it is) Then that's a huge missed opportunity to build upon the Black Panther Franchise and expand his world. Hunter is a great character and could have been wakandas Punisher. Now it's wasted on a character that does nothing for the franchise.

I think it's entirely possible Ewans will get the book when Coates is done with his run. He and Coates are working together, so it's an easy hand off.

Coogler didn't mind T'challa being second fiddle to Michael B Jordan so......

Honestly I don't think this whole second fiddle issue is really much of a problem in the movie or the book.
They're all part of the same franchise, so it really doesn't matter all that much some may be drawn to a villain or a supporting cast member more than the main character. It's not like they are all competing with each other or anything like that.

No that’s not who he is to the general public. He’s an assasin who has killed numerous people over 70+ years. Check out the news report from Cap 3 they identified him right away as the winter soldier. 24 hours in today’s media cycle is all you really need.
If he operates in secret fine, but he wouldn’t not be embraced by a realistic populace. Bucky would need to do a lot of publicly known good for a decent amount of time to rehabilitate his image

Hunter can still be in the franchise. He would have to be altered a bit because he would have been exiled while T'Chaka was alive (and maybe before Shuri was born). There could be urban legends in Wakanda of a "White Wolf" that worked for the king and only the royal family knows the truth of it. Hunter was raised in secret, as T'Chaka feared the boy would be harmed as an outsider. He grew up loyal to Wakanda but was exiled for nearly exposing them in pursuit of criminals (maybe Klaue?).
Modern day - T'Challa tells Bucky all of this (because he isn't going to repeat the sins of his father), letting Bucky know that Hunter is going to come for him as Bucky has received the love and welcoming that he was denied. Hunter would never hurt Wakandans and so will not strike at the country but is literally trying to hunt Bucky down. Meanwhile Bucky is wondering if the White Wolf moniker is even who he is. And what of his time as the Winter Soldier? How does he live like that? And can he, should he, take up the mantle of Cap?
You can do all of that in a Winter Soldier movie where T'Challa is supporting, which would then free up Black Panther 2 to explore something else that isn't centered around a white guy.
EDIT: The thing that's hard about Hunter in the MCU is that MCU's Killmonger stepped a bit into his space. So you have to find a way to differentiate them and also explain why T'Chaka accepted Hunter but didn't bring N'Jadaka home.

Lol what? Coogler made him a forth fiddle plot device in his own damn movie. I'd put coates T'Challa ahead of Coogler's right now.

I’m okay with them not doing Hunter at least how he is in the comics. That seems like a little much the way the MCU is set up with all the current players
