The dialogue in the trailer would suggest otherwise anyways. Also while not the leader, Cap is a highly-experienced soldier who's shown tactical aptitude before and has experience leading teams. So T'Challa perhaps listening to his advice/suggestions/POV would probably not be out of place.
While the centering of Cap in promotional images/trailers is frustrating to me in a sense that I want to see T'Challa leading the army, I think in the film the Russos will deliver. T'Challa is de facto general in this battle while Cap may literally be playing to his title and leading the Avengers into battle as an auxiliary force for the Wakandan army.

Cap is in the middle of the shot, it does kinda look like he's in charge but it could aslo be that the movie or at least this scene is centered on Him.

I think T'Challa is going to defer to Captain America in this war. I guess you guys should save yourself the headache and skip this movie if that bothers you.
My only problem is where are those Royal Talon fighters that should end the war long before you can say Hulk Smash!
Coogler also made it seem like the only thing special about T'Challa was the suit and the herb. Such a trash depiction.

Honestly I'm doubtful Talon fighers will be able to end a war with Infinity stone wielding Thanos.
But it does raise the question of whether or not it's believable this conflict should be hand to hand. I think that might simply be a case of the movie imagining Wakandans sort of like Klingons. Yeah, they have tech but they like doing things hand to hand. And it potentially translates better on screen in a sort of Lord of the Rings/Brave Heart sort of way.

Having 2 battles might be cool. Maybe Wakanda driving them off round one like in Infinity, and Thanos coming at them with the Big guns in round 2.
