Monica has been a part of the BP mythos for a long time, so I do think she should be used in some capacity at least.
You can use both quite frankly. Do the Monica/Nakai thing in the first movie and lay seeds for his history with Storm in some sort of childhood flashback which can be used for later.

Either way Storm was never really big IN COMICS. Even when the animated series was around. Bringing up her appearances in TV shows and Movies is like bringing up the Blade films to argue Blade is big in comics.

All you've done is prove that T'challa as a character is way more successful with literally a fraction of the appearances and push that Ororo has had. She's had a good 20 years on him with film, comic and cartoon apearances and he still still did better in one issue than she did in her entire publication. He has more hype than her in 8 minutes of screen time than she has over 20 years and multiple movies.

That was an underlining theme during the Priest run from start to finish. It developed throughout Ross' narration. Ross went from thinking BP as the ruler of New Jersey to realizing this is a guy with futuristic battle ships strategically hidden underwater.
Through Ross, it was clear that BP actually wants people to underestimate him, as he is really over powered. Ross even stated BP had the ultimate poker face.
I think Steve Rogers, Storm, Sam Wilson, Luke Cage, and eventually Ross might have been the only outsiders who knew just how dangerous BP truly was during the Priest run. Tony Stark & the other Avengers were clearly oblivious to the resources T'Challa had available.
Hudlin simply did away with the subtlety & polite subterfuge.

Based on the way Hudlin wrote it, I felt BP liked Storm, but didn't care about the rest. The one good shot he got in was in Wild Kingdom and asked Storm where the real Xmen were after meeting the team she brought with her. lol
