He was in the past issues b/c of what the others said. He is in this issue to start Planet (Cho)Hulk redux.

I think it's inevitable the Illuminati will reform. Sooner or later some sort of crisis will come out which will require shadier methods to resolve than most heroes have the stomach for.
It would be interesting to see if T'CHalla was still interested in being a part of such a group. When the group first came together, T'Challa opposed the idea conceptually. But maybe he changed his mind since then.
