Well if you go by her tv appearances and movies as a prop-you can see why they would think that.
You toss in somebody that noncomic readers have seen in movies and tv shows-the theory it will help sales. So while it might have helped BP-it didn't help Storm since not everybody was onboard with it.
So you have a more popular franchise take shots at the couple and we get a bad image of it since X-Men trades were more common than BP ones in stores.
The prop concept ends because she was given back to the X-Office and NOTHING was done with her.
Now think if EGOS were put aside-could it be Storm not Quicksilver & Scarlet Witch in Civil War? Because someone put EGO and dislike of the marriage aside and INVESTED in Storm was Queen and wife of BP instead of being a prop for Wolverine.
We might have a Storm book that rivals Lady Thor & Ms Marvel in sales. Since the black female is way underrepresented at Marvel. Heck we cold have had a Shuri & Storm book.

If only....
The marriage represented something in comics that hasn't been seen before or since, a black political power couple. Just imagine how it could have been if everyone supported the marriage back then with the big push towards diversity we have now.
But isht happens for a reason and we have what we have. Shuri is filling in the role of a strong black female hero quite nicely. Funny thing is that there was and is plenty room for more and the BP movie has a huge opportunity to fill that void with Ramonda, the Doras and whatever love interest they introduce. Still hoping that Princess Zandia and Nightshade make an appearance in the comics or movie sometime soon.

Has Storm done anything significant since divrocing from T'challa? Did her book sell more than T'challa? Did it last long?
I'm genuinely curious because I don't follow X-men and so far what I've gathered is that all the X-writers have used her for is background noise and prop for Wolverine. And when T'cha and Ororo are have contact it's to prop up and X-man.

She ended up headmistress of the school and leader of the main team of X-Men. With np Scott and Xavier Storm filled the void.
