That's interesting. So T'Challa is one of the World leaders responsible for clamping down on super humans. Well, that would certainly explain why he's siding with Tony. Tony is essentially enforcing the rules T'Challa and the other world leaders are coming up with.

Which makes sense. He doesn't know (that well) who these guys are and they did just run amok in South Africa. As a head of state, he has a vested interest in pushing the accords.
What is more interesting is that T'Challa is younger this time around. Have we had a story in which it was explicitly told that T'Challa just began ruling? I wonder how it will all go.

People have a right to express their feelings about the cover. It's not the end of the world if fans end up with a negative impression of the captions.

He may not be everyone's #1 pick, but I definitely believe he'll (positively) surprise a lot of people.

Who caused the Hulks previous rampages, including smashing Harlem? Ross (government).

One group is a organization officially sanctioned by a government.
The other is a group of people, some of them super powered beings, with little oversight and strong financial backing.
It's obvious that world leaders would want them to be held accountable, or at the least supervised.

They tried the supervise thing. They ended up being supervised by various terrorists.
So far, the government in the MCU is just as inept and corrupt as the real world. the VP worked with AIM. Senators working with Hydra. SHIELD being part Hydra. World Council trying to nuke cities. Ross causing Hulk rampages based on a vendetta.
Track record kinda sorta sucks

I have a feeling this is gonna be one of T'challa's first times being in the BP habit. Unless they are changing the mythos a bit, if T'chaka is alive he should be Black Panther.

A government, the U.S. government, was involved previously.
This time, its the world at large, and rightfully so. The Avengers are battling in various parts of the world, and can seemingly enter and exit foreign airspace almost as they please. The world has the (rightful) right to demand oversight.

The impression I had was that T'Chaka was nearing retirement. Therefore, T'Chaka is still King, but T'Challa is now the BP.
Which may imply that they might make the title of the BP and King / Queen of Wakanda a separate thing. Which I find intriguing.

SHIELD was oversaw by the WORLD COUNCIL
not the "american" council, it was an international organization

The Avengers as an organization is still there. Just because those two members are gone, doesn't mean future members won't do something similar to what they did.
I wouldn't be surprised if governments try to hold Tony accountable too. Although, he can argue that he was trying to stop Hulk, and that its to the benefit of the government(s) to have him on their side.
