I believe BP has enough solo books to get his own movie. I'm not also really asking for a solo book too because I know he will have one again. Just like Carol Danvers.

Sure. But on the other hand Carol's been used in the Avengers and in solos fairly regularly and she's not likely to be in a live action film soon.

All that really tells us is that there is a better chance of it happening because they have added an extra release date (3 in 2017)

It seems much much more likely now than before. The three most "rumored" new movie characters are Inhumans, Ms. Marvel, and BP. Now, there are three potential slots for those movies.
Who else does Marvel really have at this point that could hold a movie by themselves? They don't own the other heavy hitters (spider man, F4, Xmen). Unless they bring some of the new Netflix Defenders over to the movie world, I just don't see who else they choose. I really doubt we get an Ant Man sequel, there is no Iron Man 4 rumors at all, SHIELD movie rumors have died (for obvious resasons) and the only Hulk rumors are in conjunctions with GoG at this point.
Are there any African American writers working today in comics (or even outside comics) that have expressed an interest in writing black panther? I ask because I think it's only a matter of time before marvel announces one of the releases dates they trademarked so for a black panther movie and that a comic book is sure to coincide with it soon after
I think the nature of the netflix defenders is so perfectly street and cost effective to film those characters they will stay it that venue for the first two years at least. Establishing them as something different so when the show goes movie it has a built in difference. Maybe they do R rated movies for those. So that takes a number of candidates off the board

With what's left all you can do is point at the shadow and see capt marvel, panther, and wild card. Popular theory being inhumans, but I bet in the end a hulk or widow movie gets picked over inhumans when the rubber hits the road. But maybe that just me being so underwhelmed with inhumanity.
To soon to think they have penciled in a gotg solo movie for rocket or someone. Don cheadle isn't headling a movie. Falcon has never had a solo book let alone a solo movie..... Well, if falcon is going to have a solo movie it will be captain America 4. Which would be cooler then having Bucky be cap after cap 3

Marvel's got a number of things laying around...
It's possible they might have revived the Runaways project they put on hold to focus on the Cap/Avengers/IM sequels. There's a Silver Surfer script that's been floating around since the 90's. Cloak and Dagger almost had a show. Night Thrasher...
Plus, it's always possible that Disney has been poking around Marvel's more obscure properties. I mean, who would have thought that Big Hero 6 would get a movie? Yet here we are...

Storm is the First Black Princess of Marvel (not too sure if someone else came before her)
But Yes Shuri is the first Black Princess to have a solo and she is still Queen of Wakanda.
I didn't dislike Shuri, but waiting to get to know her.
Would still love some further development.

This is why i would love more than one Panther Book in the Wakanda Franchise
cause that way we actually get to know Some of the dora's and Hatut Zeraze.

the dude thats doing the stand in art for she hulk would probably be the favorite to get the job but B.P is the most iconic black superhero, many Black writers would be very interested in writing a B.P comic.

having a black cap isn't so much about giving a black hero so much as generating controversy and therefore interest in captain america. Marvel will get positive press like they got from Ultimate Spiderman and cap sale will get a boost and in a few months they will return to the status quo.

Obscure properties have LESS baggage and red tape.
Lets say you wanted to do Eli Bradley, Rocket Racer or Vibraxas-you can do them and not mention Captain America, Spider-Man or Black Panther. Nor have battles over what to do in their films. You can cast whoever you want and not have a battle.
Now try that with say Wonder Woman and you see the results.
Animated wise they have too many weapons-they could do Masterpiece Theater and showcase one character an episode.

There used to be only a couple of dozen, to represent the Wakandan tribes... and then I think it was around Hudlin or Doomwar that people started getting thrown in and a sub-elite unit called the Midnight Angels was made up on the spot.
