I was under the impression it was a limited series, kind of like Agent Carter

Agent Carter got cancelled after two seasons. It wasn't a limited series
my meaning being it was originally intended as a mini series, but it was successful so ABC decided to continue it
I think they were using the same approach with Inhumans

Inhumans has been a Marvel bomb since it was conceived. It was shelved as a movie and its said that they moved it to a series order. Comically it was told that Marvel told the showrunner he had 6 weeks to edit and get things wrapped. Plus having to tie it into everything else killed it.
Honestly this made the whole case of , just work a deal with Fox that much more needed.
John Legend still out there trying to save "Underground"
ABC wanted to cancel Agents of Shield after last season and aren't happy with Inhumans but are forced to keep the shows per order by Disney http://comicbook.com/marvel/2017/09/27/agents-of-shield-season-5-renewal-abc-drama/
The Mouse is the boss, you do as he says
SHIELD had a strong second half of the season with that Framework and Agents of HYDRA storyline, not to mention the positive response to the Ghost Rider arc
actually made Fitz interesting

Agent Carter was always a miniseries that just so happened to have been granted a second season. Inhumans from the jump was intended to be a full length series with an 8-episode beginning season.
https://www.bleedingcool.com/2017/09/28/scott-buck-knows-where-the-first-three-seasons-of-marvels-inhumans-would-go/ Scott Buck knows where a season 2 would go if Inhumans get it along as season 3 too. IMO for any chance the show has I hope it goes far away from him.
I think Marvel trying to make Inhumans happen was always a fools errand
Spike has canceled The Mist after 1 season.
NBC has renewed Marlon for a 2nd season.

This should be the 3rd strike for Scott Buck. Between Dexter, Iron Fist, and now Inhumans he has shown he is not good at all at showrunning. If he gets another show now it can only be because he has pictures of a studio head with a goat or something because it damn sure is not on his talent.

The Mist was meant as an ongoing?

I guess so if they announced it as being canceled.

The 1st season ended with that cliffhanger ....

- They arrive and it appears the Army or some group is ...throwing people off a train car to feed the Mist.
