If only there was a team/s of superheroes who did that anyways. Maybe a team composed of Mutants and Avengers, instead of relying on robots reminding their targets that they're to be feared.... Oh wait, they have one, and they suck so bad a villain had to help them out ;-;

So they should instead rely on weapons of mass destruction that indiscrimanently target anyone with an x-gene, hero, villain, civilian or bystander (who may or may not have said gene at all). Are utterly ineffective at combating actual mutant threats like Magneto, Apocalypse, Sinister and co. Who also have a distressingly common habit of running out of control.
You find that to be an actual solution?
You also have to recognize that the aguments against their use by governments and agencies On moral or ethical grounds are very valid. It's analogous to some government in Star Wars adopting the use of Death Stars to police against dangerous Alderrainians. There are some things that you can't simply file under fair use.
There is simply no acceptable reason to knowingly create or stockpile unstable, unreliable weapons of mass destruction.

That I understand. Choosing a weapon with such a history that it's mere discovery requires you to also defend against Cyclops, Storm, Wolverine (at least until recently), and a whole bunch of other people who might [I]otherwise be on your side[/I] is the height of stupidity. There are plenty of anti-superpowered weapons and contingencies to choose from that don't risk making enemies out of those who should be allies. Someone seems to have failed at risk-assessment.
