The action is fine. I mean, it should have action, that's the name of the book. But you gotta move the story along at the same time and thus far Jurgens has done a very poor job with that. Each of the three issues have just rehashed the exact same course of events with no progress to speak of. Clark giving a hint of his origin, and Wonder Woman showing up, will be the first prorgress the actual story has made and we're going into issue #4.

Give us SM/WW fans a book with 52 Clark and Diana set on Earth 2 and see how it sells.
I know that talking about an 'unmerged' 52 Diana is ridiculous, as Rucka is a man on a mission, but bear with me.
I don't know the status of Earth 2, if it's been reset after Rebirth or if it's still a post multi-apocalypses wasteland. I also don't know the plans for JSA, if they'll be the modernized 52 ones, the classic old guard or if they'll even be on Earth-2.
It doesn't really matter, what's important is to have Clark and Diana over there. They can even have to live secretly like Lois and Clark did in the 52, and I admit that's probably one of the reasons for the book's low sales.
And the most 2 important things: Controlled by the Wonder Woman editorial and written by someone who is a [b]fan[/b] of Clark and Diana together. Soule and Tomasi were professionals. I imagine what a book written by someone with the same sympathy for the pairing like it seems there is for Lois and Clark or BM/WW would have been like.
I'm sure it would sell much better than Lois and Clark; if written by a fan maybe even amongst the top 10, and even not-fans of the pairing probably agree with this.

It might sell more than Lois & Clark because it would be casting a wider net, Superman fans and Wonder Woman fans, but unless it had a superstar team it wouldn't make the top ten regularly.
The in-continuity Superman/Wonder Woman book only had issue #1 make the top ten.
There's nothing to suggest that a out of continuity Superman/Wonder Woman book would regularly make the 10 just on the basis of the couple and it written by someone that liked the pairing.

You already know this but, the last Superman/Wonder Woman book, after almost 1 year of dumping on the pair, doom and gloom solicits, a clearly schizophrenic annual, with many writers already pretty much openly offending the fandom, especially after BvS(Both from May 2016):

Top 10 maybe too much, I agree. Without a superstar team, but a *fan* of the pairing, I guesstimate the book stabilizing at above 50000. With a superstar team, no idea.

50, 000 is too much. Superman/Wonder Woman was doing less than 50, 000 by issue #4.
Something closer to 30, 000 would be the highest to expect as to where such a book would stabilize.

That's only myself, but I felt a 'coldness', a distance in the writing back then. I wish I had saved my posts before the forum reboot. It wasn't only me, a few other people felt that too. That's what I mean when I say that Soule and Tomasi were professionals. But you are right, I speak as a fan. I still think it would sit around 50000 for less or for more.
The book bounced around 45000 - 50000 all through 2014, even with 'doomed' being very strongly panned, going higher with events:

*Doomed was very strongly criticized by Wonder Woman fans, when we all expected an arc set in Diana's world, we got a crossover event where she was a guest in her own book.

It was only after Tomasi took over, with a polemic first issue (rewriting their first meeting, doubling down on John's angry warrior woman) that the title dropped fast below 40000.

That's why anything close to 50, 000 is highly unlikely for a Superman/Wonder Woman book that takes place out of continuity.

Slightly unrelated, but I noticed that issues of American Alien were still on the best sellers list. Most of them are towards the end and on their way out, but for issues that have been out for months now, it took me by surprise.

It depends on what 'in-continuity' we are talking about. In one extreme, if they are in the ultradark post apocaliptic E2 and are not allowed to comunicate with the cast, I admit I can't see many SM/WW fans being interested. If DC resets E2 to a more classic setting with a few books launched and they become part of the JSA, I'd bet it would have comparable sales to if they were on the 'main' Earth.
If they are put in the same situation as Lois and Clark, the main earth, but having to live in secret... yeah, I don't know what would happen. They would certainly sell more than L&C, but I don't think they'd be in the 50000 range, more like the 30000. (obs: I know that this last scenario is the most ridiculous of all, this is just an exercise in wishful thinking.)
Also, I've been speaking a lot on behalf of SM/WW fans. I think that they would be interested, but you never know.
edit: If they are out-of continuity, having fun/crazy adventures through space-time-dimensions, visiting E1 and E2 from time to time... I can see it selling very well. Being 'in secret' in the main earth would liberate them for this as well. It was all we talked about when we saw this variant:

Action Comics may perform like Pre-Rebirth Action Comics from week 2 onward, but its week 1 performance is still great and better than Pre-Rebirth Action Comics. It outsells some new Rebirth issues, Nightwing, Batgirl, Hal Jordan and the Green Lantern Corps, and Red Hood and the Outlaws. We can also tell it's doing very well because it's among DC's releases that are outselling big Marvel sellers like Ms. Marvel, Mighty Thor, and Black Panther.
Superman #3 has a good drop and is still on page 1.
DC's best seller at the start of the new week is Titans #1. Detective Comics continues selling more than Wonder Woman as it did the last time they both had new releases, and Flash is now charting below Wonder Woman.

I'd like to think the only reason for the drop for Action 960 is the whole thing with Titans coming back and given the huge fan base that has. Still both books are staying in the top ten! And DC books haven't been there in a long time.
