Well there are those who seem to think that either Cyclops or Magneto is the king/ruler of mutantkind so sure, I guess one of them can wife up Mudusa. Cyclops can even keep Emma on the side, unless Mudusa is into threesomes.

Well not their leaders though, sometimes its just any members (Crystal and Ronan) or children of both Kingdoms. For children it would be Rachel or Polaris and Ahura, I think its funny so why not lol.

Is Quicksilver still a mutant? He and Crystal had Luna. Who IIRC was regarded as human until she was exposed to the Terrigen Mists.
Another question is, would the child of an Inhuman-mutant union be fertile? A cross between different species is generally sterile--mules, for example. Can Luna have kids?

It reminds me how there were threads in the past about who should be the leader of mutantkind but now the very idea is abhorrent.

No, but any Inhuman children or NuInhumans that wants to go to X-school should be allowed. (as a way to stay in mainstream mutant\human culture that they have in common with the families that raised them)
The Inhuman culture is exclusive by tradition (mostly due to disgust at humanity's treatment of each other and the environment } so I would understand if mutants could not just join in.

Nope. As others have said, Mutants aren't a kingdom. Plus there plenty of Inhumans that are independent of the royal family so it really wouldn't make a difference.
