I've got in hardback, same format as the 4th World, Losers, OMAC books they did a few years ago (heavy newsprint).

Personally, I'd start from the beginning. It's true that the first volume is a tad different to what Dredd eventually becomes, but the basic elements are there and it's still a good read nonetheless.
I don't really see any difference between Ms. Marvel and Warbird, so either of those.
Piracy is just a convenient scape goat. The fact is, DC (and Marvel) are producing product that not many people want at a price point not many people are willing to pay.
As others have said, prior to 2017, anything other than Dead Drop is worth a look. I wouldn't bother with anything from the last few years.
I think it was a Byrne demand, although I can't find a reference now so maybe I just imagined it.
