It was #28 of the 2006 series. McDuffie was really good when it came to creative uses of her powers. The latter half of his run is worth checking out if you're a Vixen fan.

She's actually done that before, in Dwayne McDuffie's run of Justice League of America. It made her strong enough to lift a tank.
