The lowest Bendis' X-Men ever went was 45k and that was a one-time thing on the 34th issue on a book. Lemire is reaching that in the second story arc.

I don't know how it's possible to turn a genocidal cloud of gas into a compelling story, especially since the releasers of said cloud are editorial darlings and the supposed characters to root for.

What it tells us is that the seer/lynchpin of the event is an Inhuman and that this is attempt #19347 to make them happen.
