Doesn't help that being out of Nightwing has been his best moments in recent years with always going back to Nightwing being a massive downgrade in quality regardless of writer so far.

Badou nailed it perfectly. In the comics his Nightwing identity has been stagnant in recent years, and with the reintroduction of Bludhaven and the recent arcs, that hasn't helped. His Batman reign...
They need to abandon the Nightwing identity permanently, it's the only way forward as the identity itself has its own ties and baggage.
It's not as exciting or awesome as Grayson was, here's hoping it can improve. Dick hasn't been portrayed as competent as he used to be in Grayson either. Bludhaven is so boring.
