There's nothing to say that Hickman will be doing a Moira X series at the moment. It's all just specualtion.
He'll still be Head of X regardless until his time with X-Men finishes. Just because he isn't writing the comic called "X-Men" doesn't mean this isn't part of his grander plan.
I think Hickman's new book will become the new flagship title.
It seems Duggan will just do the team X book while Hickman plays around with the politics and science of this World.
The Maker will come back in a different comic. I believe Cates was always intending to build up that sub plot in another upcoming book.
