How so? The Phoenix is billions of years old, Jean was born in the 20th century. After Jean grey died, the Phoenix continued to exist. They aren't the same thing. Jean was simply a host.

Technically, Jean never went crazy from the Phoenix force. Only the original Dark Phoenix was a duplicate of Jean Grey, driven mad by Mastermind's manipulations.
