To me it being overcrowded was the point. Any of those threats could have been the villains of JL story arc, but almost every issue we got another and another layer added on top.
This is the only thing that makes sense. Him being Bea's creator and recent Pirates arc makes it easier to publish it in Nightwing Annual as opposed to some pointless anthology that nobody reads.
