The actor who came up with the voice, Ahmed Best, would strongly disagree that the character was racist. In fact, he almost committed suicide because so many people criticized his work.
I'm well aware of the cover in question, I'm remarking on the fact that I don't think mirroring it works that well.
The last part of my post still rings true, at least for me, it just doesn't work. I'd rather see something new than what looks like a stock image with only a few cosmetic changes. It just seems lazy...
I'm thinking its a typo, and I'm a bit sad he's not in it as he was the best part of the duo.
I don't hate Jim Lee...but that image feels like he's done it before. Perhaps he's purposefully aping his past work? If so, I'm not sure the effect works.
The issue had some really great character beats, and I loved the play on the Adam West, "Some days you just can't get rid of a bomb" bit with the poison gas...but the over all plot of the book so far...
It's from CBM, I'd take anything from them with a truck load of salt.

I really loved the back ups in the second issue, not that I didn't like the main story too; the drama with what is justice was well done there but Slam Bradley's super-speak easy bar in the Gotham...

I think the answer is simple: because its a poorly conceived and written story.

I like the Red Hood part of Zero Year but the Riddler part was garbage.
The art was definitely the high point but I liked the concept of a stripped down Batman still trying to fight the good fight.
She has what looks like a black cloth mask in her hand so I'd assume she was wearing that when actually sequestered after this video was shot, but I suppose we don't really know.
The newest chapter makes the non-linear story telling even more of a weird choice.
Just took a look and it seems like Soule's novel just came out and a couple YA books...I might check out Soule's novel.
It suffers from a ton of exposition but the character moments are solid.
Have the pther novels been released yet? I'd definitely be game for more exploration of the setting.
