Agree 100%. Reading one without the other feels so weird. We also have 2 issues of X-Men Forever before the next (and last) RotPoX issue, so a lot of the Phoenix stuff will go unexplained in RotPoX....

I don't think it's that these past lives continued, but rather that Rachel is sending them to a point in the past in those timelines before Moira's death.

They technically just did. Those last few pages with Moira are from the present, during the X-Men invasion. Which I'm guessing we'll see more of in FotHoX #3.
He is a clone. Sinister even mentions he added telepathy to the clone. I'm guessing the real Doug is still trapped in the Pacific Krakoa (or on the run with Tree-Krakoa?)
