I haven't seen any of the third season yet (college, busy, no time for TV) but from what I have seen Arrow!Waller is going for "intimidating hardass" but coming off as just flat and disinterested.

Pretty solid choice, I think. Then again, pretty much anyone would be better than the woman who plays her on Arrow.
