I don't know that DC doesn't see Cyborg as a person...or a fictional person. As I think I said at some time earlier, he just hasn't been a popular character with the people that work at and for DC....
The original Perez 1980s version doesn't even look attractive to me. Just...yes...weird. And her costume, rather than being seductive or anything like that, is just strange and garish, in my opinion....
