Here's my theory. People generally want their superheroes to be sexy and youthful, which baldness isn't associated with either traits.
Oddly enough, and this sort of disproves my theory, but there are more action heroes who are bald than superheroes.

King Mob from the Invisibles
Dashiell Bad Horse from Scalped
Bruce Willis in every movie post him losing hair
I've heard the next version of JSA will feature gay, bald minorities exclusively. Wait until you see the new Amazing Man.
Steel is bald.

Wade wilson just to name a few wasn't bron buld as well and so many more
