Tug of war. The "rope" is an enchanted, adamantium-linked chain. The sucker won't break.
No opponent may take to flight. Each must keep at least one foot on the 'ground' at all times. The ground is adamantium reinforced and conveniently enchanted for good traction. The ground won't break either.

Each participant is at his/her physical peak and worst mood ever.

Generally superior reflexes on the DC side might prevent Juggernaut from ever getting any momentum. In fact, post-crisis DC team could win the whole thing simply by throwing all they have into the first split second of the contest.

Pre-crisis DC team would be too overpowered.

Team DC wins before the other side knows the contest has started. If they had to wait until Juggernaut moves, then it becomes a question of whether PC Superman is more powerful than a Godblast from Thor (which I think is the weakest thing to stop Juggy). I would guess yes, with the whole chucking around neutron stars, but I'm not positive.

Yes, it would be over before Team Marvel knew what happened. Juggernaut would never be able to start moving. If he could, might be different though- No-limits Fallacy- he would only be able to keep moving against whatever force was the greatest that ever proved unable to stop him.
