Why was it that Colossus' costume had blue legs when he was in human form but no legs in metallic form? I'm guessing it was an artistic preference/unstable molecules, but was there ever an official explanation?

I can't remember if it was Cockrum or Byrne, but one of them addressed this. It came down to Piotr's bare thighs being too revealing. You can't have all that Russian beef on display. It's not kosher.

He should be dressed like Emma and show as much skin as possible. His power is his skin. Show it!
It's the same reason why they turned pink Scarlet Witch's cleavage. At least that's what I've always supposed: fake colouring in order to hide too much flesh
He was born this way!
Let the flames destroy all but that which is pure and true!

Should just put him in trunks to his thighs.
He did have a costume where he wore essentially just wrestling trunks, wrist bands, and boots in the late 80's

Speaking of uniforms, I don't know why Colossus stopped wearing the Bianchi Astonishing costume. It was a great modernization to his original, and the Marvel Legends Colossus figure with the lumberjack beard and the metrosexual haircut was just icing on the cake for a modern Colossus.
