According to a few stories he's got psychic deffenses, basically. He's an ascended zen master and all that jazz. He had a backup personality set to run at full throttle if his mind was ever under sufficient attack, as in in RIP, and he's got psychic locks on his brain in case a telepath tries to get in, as seen in an old Milligan story, and he can meditate his way through general hypnosis, standard mental manipulation drugs, and low level psychics, while he can rationalize his way through illusion-casters.

Should it ever happen depending on how strong the person is?

Well, different people have gotten deeper/further with it than others, at different times. He's not just blanket impervious or anything.

But, with something like, say, Mageddon, in World War Three, while Superman and J'Onn succumbed to the existential sense of loss and grief and failure, Batman was able to both shrug it off and inspire them a bit, because Batman already knows he can't save everyone, he could see the logical flaws in the emotion-based and guilt-tripping attack, and he could tamp down his own emotions, to overcome. Superman's generally got less reason to tamp down his emotions, and usually has less reason to worry "Can I save this person?" and it made him more vulnerable. Batman there-is-no-spooned psychic waves of inadequacy because he's the goddammed Batman.

But we've seen Hugo Strange, Hurt, and some others dig into his head by preying on his weaknesses or by not pushing too hard straightaway. It's not that Hurt or Strange were more powerful than Mageddon, but they were subtler and played their cards more carefully to his weak spots.

He blocks mind control by using a technique he learned in Tibet. I love The Brave and the Bold.

    The Cult.

Also, I'd like a guilt trip story where Bruce kills someone, either with mind control or even just in a car accident. Imagine the broody questioning that would happen if Bruce killed someone. Heck, even if he run over a deer in the Batmobile it might cause waves, but full on Bruce with no Batgarb causes death might be good. (And no, David Cain didn't fake it).

He also used a henway on a telepathic cyclops in Odyssey, alongside the more classic "evidence says this is an illusion" telepathy-busting.

Batman/Deadman: Death & Glory is an awesome comic, and midway through, Batman comes to standing in the middle of a bloodbath someone caused using his body, cops moving in around him.

It's only an Elseworlds, I think, because there's no way he can possibly shake that off. How would he prove he was possessed, right?

Batman: The Brave and the Bold: He used a technique he learned from Tibet to block Grodd's mind control.

    Justice League Unlimited:

'Wild Cards': He simply didn't look at the screen and at Ace's eyes. He was still getting whammied and threw up on the floor but managed to trudge through enough to turn Ace against the Joker.

'For The Man Who Has Everything': He succumbed to the Black Mercy and Wonder Woman had to tear it away from his body to knock him out of it. That was one of the interesting things about the ep: Superman chose to come out of it by seeing his imaginary perfect family and Krypton destroyed but Batman fully succumbed until Wonder Woman knocked him out of it.

Against Dr Destiny which is not exactly mind control but mind invasion. Let's see, he used coffee, pop music, snark and humming a classic music piece to counter him. This is going to sound strange if you have not seen the episode.

According to the 'The Ultimate Guide to Batman' he has defenses placed in his cowl against Jarvis's mind control technology.

In JLU, Deadman possess him to kill the Black Manta expy. Batman was disgusted and angry but they never followed up on it.

These are the situations where Batman shines in Justice League, especially whenever people question why is he in the League at all......

Indeed. In the comics, Batgirl mentioned that Batman resisted just about every forms of mind control. Batgirl did not elaborate on how Batman did it but its safe to assume he did it through his immense willpower. In Detective Comics #14, Batman even mentioned how he was able to resist Poison Ivy mind control through of course willpower. Depending of the seasons or other factors, Poison Ivy can be much more powerful than usual and her mind control power increase as well. In Detectice Comics #14, Batman knew his will power would not be enough to resist Poison Ivy and therefore he invented and installed a devise into his bat visor that would allow him to counter Poison Ivy mind control.

Installed high intensity strobes into his bat-visor to counteract Poison Ivy's powerful mind controlling pheromones. The strobe tech shocks his brain and resets his short term memory allowing him to stay in control of himself (Detective Comics v2 #14)

I need to re-read Layman's run; I'd totally forgotten that Batman used Porygon technology to counter Ivy.

With Spyral back on the Bat radar as a big threat to superheroes, I wonder how he will counter Hypnos?
I'm also curious how Hypnos ranks in the level of mind control techniques (if it's child's play or high-end dangerous).

Perhaps Batman's mind can be considered like the White House, Fort Knox or the President. They have high defenses/security, to the point those defenses/security act as a deterrent for attacks. But it is possible to overcome those defenses with enough force or enough trickery... or both.

It's just having a brainwash Batman long term usually is not in a plot's interest, and Batman kicking off the most powerful mind control just builds his cult of awesome.
