I'd add Silencer to the list now that her comic is out.

I thought for a while it might be better off as a whole to combine all the agencies under one umbrella. Just make them all branches of the DEO (Department of Extranormal Operations). ARGUS, Taskforce X, SHADE, Cadmus, Checkmate, and others would all be under the DEO assigned to different tasks. SHADE would handle the supernatural, Cadmus the research end of things, Checkmate would be like homeland security, Taskforce X (Suicide Squad) black ops missions, ARGUS metahuman problems, and so on.

Have the head of each group make up the governing board of the DEO with someone like Steve Trevor or Sarge Steel as the head person who reports directly tot he president.

This could actually work as a storyline. The DEO attempts a hostile takeover, some of the other agencies resist, some side with the DEO, lots of fighting ensues. It'd be a good opportunity to rearrange and add more worldbuilding to this part of the DCU and have some characters in limbo find a new niche role for themselves.
