The vampire and werewolf systems in the Buffyverse is replaced by that of their counterpart in the Vampire Diaries, with the Originals filling the role of the Master and his contemporaries. What happens?

The Buffy-verse vampires really aren't on the same scale as the ones in Vampire Diaries. You might argue that they come close in strength - I wouldn't, not given some of the stuff I've seen - but they're not even in the same ballpark when it comes to speed. Any attempt by Buffy to fight one of them would end in Buffy getting blitzed to heck and back.

Is this an "all vampires suddenly get a massive power upgrade" situation or more of a "they're retconned to be always have been this powerful" situation?

Because in the second case Slayers who were specifically engineered to fight vampires would either also get a big power boost or stopped existing millenia ago.
