The Netherlands has on average the tallest people in the world. And when I was in the former Yugoslavia I saw many gigantic, white people--however this region of the world has diverse ethnicities so on average the heights even out.

It's adaptation to environment. Where height is a competitive advantage there will be taller people. It's not a conspiracy to hire tall, white actresses. However, fashion models of any colour are almost always taller than average folk.
