Emperor Super-man had the Solar Flare in New Super-man. Yet for some reason Clark doesn't.....Well as far as we know I've yet to See Clark use his heat vision long enough to trigger said flare.

You are (understandably) confusing the amazo virus and the doomsday virus. Yeah they did the same thing with both Amazo and Doomsday, turning them into Viruses. Honestly neither are bad developments, but them both doing the same thing is kinda redundant.
