So... it's pretty much the same Justice League over the last few incarnation (Martian recently and Jessica in current) runs except Zatanna? That results kind of boring. Oh well.

3, 4 and 5 (non-solo titles): Martian Manhunter (13), Zatanna and Jessica Cruz tied (12), so slot 5 (the swing spot in case there wasn't a female) was used to fit them both in
6 and 7 (overall, regardless of having own titles or not): Flash (16) and Batman (13)
Vixen, being the highest runner-up without a solo title (11), will be slated to join the team as the first new member.

2. @Lee Stone I love Jessica, I voted for her after all, but she HAS a solo.
1. It follows the 'Avengers formula' that Marvel had success with in the '80s. And it's not set in stone. The line-up would change regularly, with the only constant being that there would be no less than two active Trinity members in each line-up and at least two members exclusive to the book for the writer to play with.
2. I'm not counting Green Lanterns as a solo title, as either Simon or Jessica can be replaced with Guy, Kyle or John with no change to the book's title. I mentioned in the OP that for a character to be considered as having their own book they would have to be in the title in such a way that removing them would require the book to be renamed.

That's an interesting line-up! I'd probably replace Martian Manhunter with Black Lightning, but that's just me.

Depending on the writer's stories and the readers' reactions to the line-up, Vixen, Aquaman and Black Lightning would be on the horizon. As well as any pet characters of said writer.
In about six issues or so, Batman would start appearing less regularly, replaced by Vixen at first. Then he would sub for Superman for a few stories.
Jessica, J'onn and Zatanna would be the focus of the team, and as such there would be, in addition to a new Injustice League and a few staples, some villains that would be geared more towards them.
#1 and #2: formation of new line-up (Wonder Woman, Batman, Superman, Flash, Jessica Cruz, Martian Manhunter and Zatanna); intro of new Injustice League.
#3 and #4: return of Starbreaker, focus on Jessica; appearances by Blackfire, Starfire and the Omega Men
#5: the Global Guardians appear, Queen Bee cameo; intro of new JL Satellite
#6: Vixen guest stars; intro new Amazo
#7: Batman moves to reserves, Vixen joins; vs. Vandal Savage
#8 and #9: return of Despero, focus on J'onn; Aquaman guest stars
#10: return of Felix Faust; Black Lightning, Queen Bee and the Global Guardians appear
#11 and #12: versus Felix Faust and the Demon Three, focus on Zatanna; Batman subs for Superman, Black Lightning guest stars
Annual #1 - the new League is forced to fight the Global Guardians; Queen Bee and Amazo appear; re-intro Professor Ivo; Batman and Superman both appear; Vandal Savage cameo
By the end of the first year, Queen Bee, Vandal Savage and Blackfire would be set up as arch-enemies of the team and the Global Guardians and Injustice League would have recurring appearances, both with member changes.
It would also be arranged with the Wonder Woman writer for Queen Bee to make an appearance in her solo book to strengthen the rivalry.
In addition, DC Editorial would be adjusted to have Justice League, Wonder Woman, Flash, one Batman title and one Superman title all under the same editor. The selected Batman and Superman titles would be co-edited with their respective family Editors.
And then, near the end of the second year a couple Leaguers would be leaving and we'd have another line-up change.
