They'd do a street-level hero event like Shadowland to bring attention to the non-Batfamily urban heroes and use it to launch a new Outsiders.
He would do great with Batman, The Question, Green Arrow, Black Canary, Nightwing, Black Lightning, Huntress, Catwoman, Katana...

Not that it matters in this context because Jessica Drew isn't a male character.
Jessica Jones started as a stand-in character, but then she developted in something far better.

Wonder how long until Bendis has Batman call Poison Ivy or harley Quinn a "fat cow". Please, keep him away from Nightwing. He'll write Dick as a frat boy (not to mention the slew of Bevis and Butthead style of obvious jokes that he'll make with his name).

In the '80s there were five Marvel heroes that were under Dennis O'Neil and considered 'the core street level heroes' of Marvel: Daredevil, Moon Knight, Power Man and Iron Fist, and Spiderwoman.
Spiderwoman was eventually moved out from under O'Neil and given to Gruenwald near the end of her series, likely because she was to become an Avenger. But then she was killed off when her book was cancelled.
It's no coincidence that those five heroes are where Bendis excelled at.

Lord, I'm just trying to imagine him writing those characters .
I actually could see him wanting to write Harley though. She'd kinda of be in his wheelhouse in a lot of ways (the New York accent, Jewish, etc.)
Hickman? No.
Gillen's writing Star Wars though.
I am thinking it was more Bendis deciding to leave. Really what is left for him to do at Marvel he has written most major characters and if not has touched on them in the event books.
