Shazam/Captain Marvel wasn't actually a member but I think you already have all the others that were. Phantom Stranger was a sort of honorary member.

Alex Ross, when he draws the full membership, often includes all you listed including Capt. Marvel plus Plastic Man and Metamorpho and sometimes Phantom Stranger or Adam Strange.

That's pretty solid. Though I might switch out Elongated man for a 2nd GL (I like Hal and John together)

Firestorm is probably my least favorite long-time League member. Nothing against him but I haven't read enough to excite me. (Any recommendations welcome)

EDIT: I forgot about Black Lightning. Might have him replace Red Tornado or more likely Elongated Man.

I'd included Black Lightning, given his cultural significance.

Canary, because she's amazing and has a lot of history with the team.

Cyborg, because he's the newest addition with a solid visual that stands out.

Technically, Phantom Stranger was given membership at the end of JUSTICE LEAGUE OF AMERICA No. 103 (December '72). And that was before Ralph and Reddy got their memberships. You could argue that PS wasn't really a member as he hardly ever made an appearance with the League. But he did show up for Wonder Woman's 12 trials and he was included in issue 200.

Adam Strange was an honourary member. Metamorpho was offered membership but refused it, as did Black Lightning.

Alex Ross was just a kid in the '70s, but he remembers the DC calendars from that time which always included Captain Marvel--and that's why he says he feels like CM belongs in the League, even though the Big Red Cheese was on an alternate Earth back then.
