Kurt, and pretty easily. Against a dude with human durability, he just teleports off Nightwing's arms and waits for Dick to bleed out, or teleports half Dick's body into the ground. There is absolutely nothing Dick can do about that. Kurt generally doesn't do this because like most heroes, he doesn't kill, but it's absolutely a thing that he CAN do.

Even if he's not going to do that, Dick is going to struggle with even being able to touch the guy. Nightcrawler is easily as fast and agile as he is (probabaly more so) has an extra limb to fight with, can do those Spider-man like jumps, and can disappear and reappear behind him anytime Nightwing tries to land a punch.

Doesn't Nightcrawler make that loud BAMF! when teleporting? Against a guy that does things like blindfolded leap around his city, jumping from one train to another, catching Tim when he stumbles, fighting off armed people etc just by using his senses?

It's not so useful when the BAMF! is coming from 2 different directions simultaneously, possibly while Dick's in mid-strike or mid-dodge, with Kurt being able to start a punch and then teleport so that his first is already about to land a hit. Theoretically, there's nothing preventing Kurt from training off his boot and then BAMFing into a position where said boot appears in the middle of Grayson's body somewhere.

Yeah Kurt is easily as agile as Dick, and can spam teleport and tear his limbs off via teleporting. Night Wing goes down.

Against a foe that can port punch an opponent multiple times in multiple places on the body in the blink of an eye? No, there really isn't a reasonable path for Dick to win.

One of the few fights where a sudden and painfully intimate fisting accompanied by its own sound effect, is a possible win-scenario.

If Dick throws anything,it's liable to get ported so that it ends up hitting him in the back of the head.
