Was Tony Stark responsible for Captain America? Winter Soldier? Hulk? Thor? Pym Particles? Doctor Strange? Black Widow? Hawkeye? Guardians of the Galaxy? Black Panther? He didn't even create the Avengers in movies, which he actually did in 616 comics.

Why the hell would you think Tony Stark would be responsible for the Spider? Sheesh. He wasn't even in Homecoming that much. He has grand total of four scenes, two of which could be considered as prologue and epilogue.
