Are you considering everything from Legends of Tomorrow and Flash to be part of the Arrowverse? Supergirl too? Even without the Supergirl tie-in, Flash should be able to take him out by phase attacking his vital organs, something to which he has no demonstrated resistance. Limiting it to core Arrow people only, I think Steppenwolf takes it.

No, Arrow came out in 2012, Flash and Constantine in 2014 (with Flash debuting a couple weeks first), though Barry Allen made his debut in Arrow before getting his own show. So Barry and then Flash predate Constantine.

Even then, Constantine was to be its own show separate from the Arrowverse (similar to CBS' original intentions with Supergirl), but the discussion of incorporating it into the Arrowverse came partway through the season, and only made an actual reality in Arrow's fourth season. And only then was Constantine retroactively made a part of the Arrowverse. The trick is that Flash and Legends are spinoffs of Arrow, but Constantine -- even though it was retroactively absorbed -- is not a spinoff of Arrow.

With Supergirl, Superman, the Martian Manhunter, and so on, the Arrowverse should take this. I don't know that Supergirl and Arrowverse Superman are near movie Superman's current level but there's a lot of them. And let's not forget S.T.A.R. Labs and Dr. Harrison Wells combined with the organization from "Supergirl" along with the Flash and the Reverse Flash who might. well be willing to team up for this cause.
