The real answer - because Mark Waid and Alex Ross said so.
My guess, maybe as originally conceived, they somewhat tend to (with several exceptions) hand out power, hang back, watch over their neck of the universe, and try not to intervene but let the their respective champions determine the outcome.
Zeus of Olympus - Wonder Woman and other Greek Mythology based heroes?
Shazam - Captain Marvel and Family and maybe other magical beings.
Ganthet of Oa - Jordan & The Corps
Highfather of New Genesis - Orion, Scott Free, Barda etc...
Phantom Stranger - Everyone
Also you get a nice representation of genres; Mythology, Magic, Sci-Fi, Fantasy, Mystery?
Not really one of them, as he in this context is more the champion of the Presence.

When I read those passages in Kingdom Come, I was surprised that these disparate and mysterious figures of the DCU considered each other peers and met at all, much less with regularity. I wondered if there was an old weird pre-Crisis connection from the 70s, when everything was loose and poorly controlled. I guess it's far more likely it's a sloppy retcon by writers who wanted to suggest a connection in the highest tier of comic characters.
