Create your own (NON-Big 6 franchise characters) Justice League!

Ground rules:

1. The "Big Six" franchises at DC here are the Superverse, Batverse, Wonderverse, Flashverse, Lanternverse, and Aquaverse.

2. "Franchise characters" here extends from their respective Main Alpha to their primary love interests, sidekicks, supporting characters, and intentional knockoffs (i.e. Red Super-Man)

3. You can't use ANY of the Big Six alphas nor the rest of their supporting cast for your JL roster (this means all current/former Robins, Batgirls, Superboys, Supergirls, Wonder Girls, Kid Flashes, Aqualads, Aqualasses, and non-main Lanterns are off the table, as are Mera, Catwoman, Steve Trevor, Lois Lane, Carol Ferris, Iris West, etc).

4. Big Six franchise characters are off-limits, but non-Big Six franchise characters normally associated with other teams are definitely not (i.e. Titans, LoSH, Doom Patrol)

4. Minimum roster is 7 full-timers, maximum is 13 members but split into 2 teams of 6 with one 1 overall head.

Funny, I was thinking of creating a similar thread. I read the Annual that transitioned the Satellite League to Detroit and the Detroit League's whole point was to have heroes who could be full-time Leaguers, so it got me thinking what a modern version of that League would be:

Martian Manhunter - To me he's just synonymous with Justice League and he's definitely the hero I could see dedicating his whole time to the team. The League is his purpose on Earth.
Vixen - as much as I think she should have her own life to deal with, the JL would be a top priority for her.
Elongated Man - the team's detective and heart. Bring the classic EM back.
Atom (Ray Palmer) - I love Ryan, but for the purpose of this team, Ray would be more available and the team needs an established scientist.
Element Woman - a fun new character that still has tons of potential to grow. It's a shame she isn' being used more.
Tomorrow Woman - another offbeat choice, but I wanted to make this team less obvious and she's so tied to team's history, she'd be a natural here.
Vibe - cool transdimensional powers and lots of run for character growth. I originally included Steel but he's against the rule as a Super character.

I wanted to add Zatanna because she's awesome, but I don't see her being able to commit full-time. She'd be the 8th member who would help whenever needed.


I had to leave tons of favorites out because of my self-imposed rule, but I think it made for a fun and different team

You can also emphasis him as spun off from the original Steel with who he shared a parallel legacy. He does inevitably drop the S and cape, make the "armor' synthesise with his skin, going back to the roots of the character theme.
So the Motown League really does work to fulfill the OP's perramiters:

1. Steel using Henry if you prefer although thematically spun off as legacy from the original.
2. Vixen
3. Vibe (Cisco) as you indicate with his new transdimensional powers is a great new version.
4. Gypsy, bring her back as a lost transdimensial wanderer. her name and theme is controversial, I've heard pro and cons for keeping it.
5. Elongated Man
6. Zatanna
7. J'onn J'onzz as leader and the one who put the team together. Pretty much it's always been J'onzz own "outsiders"
