Are you considering everything from Legends of Tomorrow and Flash to be part of the Arrowverse? Supergirl too? Even without the Supergirl tie-in, Flash should be able to take him out by phase attacking his vital organs, something to which he has no demonstrated resistance. Limiting it to core Arrow people only, I think Steppenwolf takes it.

Could Firestorm make Radion, assuming JL Steppenwolf would be vulnerable to it? If not, then Arrowverse has its work cut out for it. Flash may be fast, but I don't think he has the oomph to damage Steppenwolf aside from phasing. Supergirl may make a fight of it, but I don't know enough about her to know whether or not she definitively takes it.

Yeah, but they’re really not anywhere near the level of their comic versions, or even DCEU Supes‘ level. Especially Mon-El.
