Yeah, it's mostly ceremonial. But the trick is, Zaofan is using Kami's godly plants, and neither of them know the full effects (by Kami's own admission). So I imagine that what happens to each character could be a case by case basis - merely a tasty treat, a high like pot, alcoholic effects, hyper active, full hp/mp, aphrodisiac etc. The player would determine the effects of the drink on their character.

The effects also should dissipate by the time they leave for the mission, I suppose.
