Wouldn't Ned count as one? He became Hobgoblin under similar circumstances as Lefty Donovan after all.

I thought about including Ned, but wasn't the only time he was really the Hobgoblin or dressed in the suit when he got killed by The Foreigner's men? I'm pretty sure at least Donovan actually fought Spider-Man.

Everytime a Hobgonlin shows up after ASM 251 and before Spider-Man vs Wolverine is Ned, since Roderick specificaly stopped being Hobgoblin after ASM 251 although there was at least one time you can see a Hobgoblin talking with Roderick/Daniel, but that was written before making Ned into a Hobgoblin, so I guess it can be ignored or just say it's Roderick dressing himself up for no reason, anyways, at the very least, the Hobgoblin who was working for Rose is definitely Ned.

Edit: Ah, nevermind, I double checked Hobgoblin Lives, it was Roderick up until gang wars it seems, though I don't remember if Hobgoblin fought Spidey during that:

He seemed to survive the American Son mini-series, but writers aren't eager to reference him.

Cleavon Twain aka Headsman dressed as the Green Goblin; because of his proficiency with the glider. he unmasks at the end of the mission/attack on air force 1.

Also Peter Parker was Green Goblin for a little while and I believe Norman also used some kind of clone to be Green Goblin for a bit.

And there was another story once that showed Deadpool (before becoming Deadpool) once was hired to be Hobgoblin. He messed it up badly.
