That's wrong though. Doom isn't the only villain to rule a nation.
Bagalia is a nation completely under villain control and AIM Island I think also gained official status as a nation from the UN or something. Though since then the villains were ousted and AIM came under DaCosta's control. Don't know what the island's status is now.

I was being facetious. Redemption stories have been told since the dawn of time.

I guess you could say he's more "antagonist" then villain.

Though he has been more regularly on the X-Men's side in the past several years then he has been in the past, so I guess there's that.
I guess there's that. His method of doing things has always out him at odds but there's something about him being grouped with Carnage, Dr Doom, Red Skull, and Thanos that doesn't sit right with me.

This is a thread about the MCU. Has this happened even once?

Wanda and Pietro in AoU. Though they screwed it up.

This is also more or less the Guardians' origins.

Wanda and Pietro worked a neo nazi terrorist organisation before joining the Avengers.

Gamora was an assassin for Thanos, Star Lord was a space pirates and you don't get a nick name like "Destroyer" for being cuddly.
